Scientific Games Awarded Florida Lottery Instant
Ticket Contract Annual
Revenue Estimated at $35 million NEW YORK,

(Nasdaq: SGMS) announced it has been awarded a contract as the primary vendor
to supply instant tickets and related services, including marketing, shipping,
warehousing, game design, inventory control, distribution and sales staff

October 2008, has an initial term of six years and provides for two extension

Systems THE PROBLEM
In 1995, online lotto games generated $10.2 billion in
sales in the US. During the next 11 years the Consumer Price Index grew 32% and
population grew 14%. Sales for those same states in 2006 should have reached
$14.9 billion just to keep pace. Instead, sales only amounted to $9.5 billion
resulting in a current annual shortfall of $5.4 billion (57% deterioration) and
growing. Every year online game playership and
interest continues to decline as more and more players are sitting on the
sidelines waiting for higher and higher jackpots. To offset this, several
lotteries are now trying to regenerate interest in the games through discounts
and giveaway promotions. Additionally, the marketing focus has shifted towards
instant tickets, which unfortunately have significantly lower profit margins
as much as 30% to 40% lower. We are approaching a tipping point where
what was once the flagship lottery product is on the verge of sinking.
The trend can be reversed, but not with discounts or
giveaways, as these marketing tactics only devalue the product even more.
Players arent looking to save a buck. If they were, they wouldnt be
playing at all. Players play because they are interested in winning; so let
them win. Give them a greater winning experience.
Current players will play more, those sitting on the sidelines will get back
into the game, and once again we will see double digit sales growth.
THE ANALYSIS Everyone
believes players are dropping out or waiting to play because of Jackpot
Fatigue. But, the problem has nothing to do with the size of the prizes.
Jackpot Fatigue is not the problem. It is the result. The problem is Losing
Fatigue. Players dont need $200 million or even
$100 million to justify playing. They would be ecstatic at winning $50 million,
$5 million or even $1 million. The hottest games in town are the Raffles with
only a $1 million prize and the players are paying up to $20 a ticket! Why,
because the odds of LOSING have been significantly reduced and raffles produce
more winners. Millions of players have been losing for
so long they have literally given up on winning. For example, in Powerball, if
a player spent $5 a week, it would take 25 years before they see a prize over
$7. Thats way too long to expect a player to remain loyal. After years
and now decades of playing and not winning anything significant, even the most
avid dreamers are losing the hope and excitement they once associated with
these great games, and thus to these disenchanted players the games have lost
almost all of their perceived value. So, they limit their playing until the
jackpot is high enough to justify losing. Its the lack of winning
experiences and loss of faith that they can win that has caused the players to
lose interest in what used to be our greatest income producers.
THE SOLUTION

So what will rebuild value
and bring players back to online games? The same three things that attracted
them in the first place knowing that theres at least a
chance that they might win something significant, more personal winning
experiences and awareness of others winning more frequently, and a package of
entertaining experiences that keeps them motivated to play all the time.
Without changing the odds of the games in favor of the
players, there is only one way for players to be
convinced they have that chance of winning, and that is for them to
have significantly more chances to win, in short
a lot more tickets. Before you stop reading
because you know players wont or cant spend a lot more money to get
those additional chances, consider this option POOLING.
Pooling empowers players with an affordable way to get 10,
20 or even a hundred more chances to win a piece of the jackpot. More chances
to win REVERSES the perception that the odds against winning are just too darn
high. Most players dont have to win it all to see the value
in playing, because they know even a paltry million dollars could
completely change their life. Even a share of the 2nd
and 3rd place prizes would be a significant win. Pooling also adds entertainment value because now players
have a lot more numbers in the game, so drawings will become events
again in their lives. Imagine a family sitting around the TV set after a
drawing and sorting through 10, 20 or even a hundred number sets to see if they
have won. Thats power that online games have not wielded in over a
decade. And poolers want their extra chances working
for them all the time, so they play all the time not just when jackpots
are high. They know that even a $50 million jackpot split 10 ways is more money
than they could ever dream of making from their job. And when a pool of players
does win a prize, there will be ten times as many winners for the lottery to
brag about, reversing the perception that nobody ever wins.
But everyone knows pooling is a hassle - recruiting all
the people, collecting the money, buying the tickets, etc. Thats where

Ladbrokes Wins
Referral of Case To ECJ LONDON, UK
(June 13, 2008) Ladbrokes, the
world's leading bookmaker, today welcomed the decision of the Dutch Supreme
Court to refer its case to the ECJ. The appeal related to an injunction taken
out in 2002 that prevents Ladbrokes from accepting sports bets from Dutch
citizens on Ladbrokes.com.
The court's decision means
that the European law issues which are fundamental to the case, relating to the
right under the Treaty of Rome for a well regulated online betting company to
offer its services across borders will now be heard by Europe's highest court.
Ladbrokes Managing Director of eGaming John O'Reilly
commented: "We have fought for 6 years against Dutch protectionism and
finally we have won the referral to the European Court of Justice. At last the
Dutch courts have recognised that its laws on betting must be viewed in the
context of European law. Under the Treaty of Rome we should be able to provide
our services across borders in competition with the Dutch monopoly, but at the
moment we are unfairly prevented from doing so." The Dutch Court has referred the following three questions to
the European Court of Justice to guide them on how they should deal with the
case in the context of European law.
- Under European case law (Gambelli
etc) is it allowed to make the offering of gambling attractive through the
introduction of new games and through publicity in order to keep (potential)
gamblers away from illegal offerings?
- Does the national judge in each
case have to decide whether the application of the national policy re gambling
(e.g. in this case an order to block a website) in each specific case is
justified?
- Can a member state on the basis
of a closed licence system prevent the offering of gambling via the internet by
a company who has a licence in another member state?
Ladbrokes has previously
complained to the EU Commission about the situation in the Netherlands where it
has been restricted from accepting Dutch customers at
www.ladbrokes.com despite the fact it
does not advertise in the Netherlands or offer a Dutch language service. The
Netherlands is one of the countries that may be referred to the ECJ by the EU
Commission, which instigated proceedings against the Netherlands in 2006 citing
concerns about Dutch laws restricting access to its gambling and sports betting

its first ever scented Scratch game June 16, giving players a reason to stop

Retailer Rip-offs SACRAMENTO,
California, USA (June 12, 2008) -- In its ongoing consumer protection effort,
the California Lottery through its Law
Enforcement Division has arrested four people working at four different retail
locations in San Diego County.
In each of the cases the
Lottery, in conjunction with the San Diego County District Attorneys
Office, arrested retailers or store clerks for the grand theft of Lottery
tickets ranging in value from $500 to $25,000. While we believe these crimes involve only a small
number of our 20,000 authorized retailers, said California Lottery
Director Joan Borucki, we demand that all our retailers be fair and
honest. Typically, undercover agents posing
as customers were either not paid the prize for their winning ticket or not
paid the full amount of their prize. Many of the suspects then went on to file
a claim with the Lottery as if the winning tickets were theirs or conspired
with others to collect the full value of the winning tickets.
The Lottery will not tolerate those who deceive
our players and attack the integrity of Lottery games, said Borucki.
This enforcement effort is ongoing and we will not stop as long as
some try to abuse those who play Lottery games.
This consumer protection undercover operation is the first
of its kind in the country for Lottery products. Suspects face felony charges
and punishment including possible fines and incarceration in state prison. In
addition, the contract each suspect had with the Lottery to act as an
authorized retailer of Lottery products was immediately terminated.
The California Lottery has the largest force of sworn
peace officers of any Lottery in the nation, stationed throughout the state at
the Lotterys nine District Offices and its Headquarters in
Sacramento. More than 95 cents of every Lottery dollar
is returned to the community in the form of contributions to education, prizes
and retail commissions. The California Lottery contributes at least 34 cents of
every dollar that players spend on Lottery products to public education and
returns more than 50 percent of sales to players in the form of prizes. Since
its inception in 1985, the Lottery has contributed more than $20 billion to
California schools out of total sales of nearly $55 billion. Retailers benefit

Approved Under GSA Certification Program Requirements
