The JuniOrchestra was established

INTRALOT Wins A Licence To Operate Games In Victoria

presence in the Australian market, after the Victorian Governments
decision to break a 54-year monopoly of the public lottery licence.
Following an international tender

a 10-year licence to operate in the territory of Victoria a variety of lottery
and instant games. The current lottery operator will continue to operate the
existing lottery games which are combined with other jurisdictions.

grow under the new structure with the two operators.

Scientific Games Inaugurates New Press in Georgia
Press Adds Capacity of up to
8 Billion Tickets per Year
NEW YORK and ALPHARETTA, Georgia
(October 10, 2007) -- Scientific Games
(Nasdaq: SGMS) announced the inauguration of the new high-speed "P6" printing
press in its Alpharetta, Georgia facility. The press, designed and custom-built
to the Company's specifications, will be capable of producing up to 8 billion
(2" x 4" equivalents) instant tickets per year and is believed to be the
highest capacity lottery press in the world.
This new press will add to the
facility's previous 23 billion of instant ticket capacity, boosting Scientific

Loto-Québec Modifies Its Procedures Concerning the Disclosure
of Lottery Winner Information
MONTRÉAL, Quebec, Canada
(October 4, 2007) - After a profound process of reflection concerning the
welcoming and media promotion of its lottery winners,
Loto-Québec is preparing to put
into place new procedures whose aim is to balance the right to information of
the public, with the security of winners. The Corporation's recommendations
have received the assent of its shareholder, the Minister of Finance.
Like all other North American
lottery corporations, Loto-Québec will continue to divulge the identity
of winners and to promote them in a respectful manner. This is a
fundamental transparency issue, stated Loto-Québec president
Alain Cousineau. Citizens
and the media must have proof that jackpots have in fact been paid out, and be
able to know who the beneficiaries are. Recent events in Ontario have
demonstrated just how important public disclosure remains, he added.
An exhaustive analysis
Before deciding on a new framework
for welcoming and media promotion of winners, Loto-Québec undertook a
rigorous exercise in research and analysis of current North American lottery
industry practices. We noted that media promotion of winners takes
place in similar ways throughout North America. Moreover, even after numerous
news reports all across Canada subsequent to the well-publicized incident
concerning the Québec 27 million dollar winners, no lottery corporation
has changed its policies, underlined Mr. Cousineau.
It is also worthwhile recalling that
the media promotion of winners is not exclusively done by Loto-Québec.
Since the end of May, when Loto-Québec stopped publicizing the names of
winners of 4 million dollars and more, various media outlets, on their own,
obtained information concerning the identities of three major winners and
decided to publicize them (a 10 million dollar win in the Drummondville region,
a 16 million dollar win in the Saguenay region, and a 5 million dollar win in
Louiseville).
Publicity and
supervision
In this context, in order to
attenuate as much as possible any potential inconvenience to winners,
Loto-Québec has decided to modify its procedures in the following way:
- A two week delay will apply
between the time when a jackpot is claimed and the issuing of a press release
to the media. This period will allow winners to catch their breath and to take
the steps of their choice with peace of mind (notify their family and employer,
meet with a financial adviser, change their telephone number, install an alarm
system, plan a trip, etc.)
- Aside from the name and the
photograph, information released about the winners will remain of a general
nature. As an example, we will indicate the winners region rather than
their town or village, the kind of work they do instead of their actual place
of work, and no details will be revealed concerning their family status, the
number and age of their children, etc.
- More tighter supervision of
winners will be ensured by Loto-Québec Customer Service staff. In
addition to the counselling and literature already available, millionaires will
be able to reach a Customer Service staff member via a dedicated telephone
number; furthermore, the staff member who greets a top prize winner will place
a follow-up call one month later to enquire about the winners new
situation.
- Winners will have the last word
concerning the possibility of holding a press conference. The pros and cons of
such an event will be explained to the winners by Loto-Québec, prior to
their making a decision.

approach will give greater latitude to winners who go through a happy, if
stressful, experience, while preserving the principle of disclosure which is at

LONDON, UK (October 4, 2007)
The UK Gambling Commission today calls for
increased co-operation between licensed betting operators and sports governing
bodies to promote the integrity of British sports betting.
The Commission is working to uphold
the integrity of sports betting in Britain. From 1 September 2007 the
Commission has had the powers to act where there is a risk to their licensing
objectives which includes ensuring that betting is fair, open and
crime-free.

The Commission has consulted widely
on possible further activity and in a paper published today it concludes that
more can be done to facilitate cooperation and shared understanding between
betting operators and governing bodies.
Following this morning's publication
the Gambling Commission's Director of Intelligence Andrew Rennison is speaking
to the British Association for Sport and Law's 15th Annual Sports Law
Conference at Wembley Stadium on Thursday afternoon. Andrew Rennison said:
"The Commission wants to ensure
that the sports governing bodies and the betting industry share sufficient
information to be able to identify risks to the integrity of sports
betting. To that end the Commission encourages the relevant parties to
share knowledge and best practice. The Commission will keep a watching
brief on any issues that emerge in integrity in sports betting.
"The Commission will continue to
monitor the impact of the new law through its compliance and intelligence
gathering functions but it is time for those involved to work together to
maintain the integrity of sports betting."
The Commission calls on the betting
industry and sporting bodies to:
- improve their understanding of
how each other's industry operates and to share information relevant to
integrity in sports betting;
- share knowledge and best practice
on sports betting integrity;
- continue to provide evidence of
incidents to the Commission that may impact on integrity in sports
betting.

Lottery Posts Best First-Quarter Sales in
History
Revenue Levels And
Individual Games Also Outperform Past Records
Baltimore, Maryland, USA (October 9,
2007) -- The Maryland Lottery wrapped up
its first quarter of Fiscal Year 2008 on September 30, 2007, achieving its
highest first-quarter sales ever. Sales totaled over $409 million
more than $33 million above the previous high for first-quarter sales, which
occurred in Fiscal Year 2006. Total revenue for the quarter also reached
a new peak, as compared to the same time period in past years, generating more
than $129 million.
Several of the Lotterys game
categories also broke records as the first quarter came to a close. Pick
4, Mega Millions, instant games, and monitor-style games which include
Keno, Keno Bonus, and Racetrax® generated their highest
first-quarter sales to date.
The Lotterys recent success is
especially noteworthy, considering industry-wide sales traditionally taper off
during the summer months. We are proud to be starting a new
fiscal year with such strong sales, said Lottery Director
Buddy Roogow. Given the
innovative mix of games and promotions we have planned, we expect sales to
continue to perform well throughout the year.
Lottery officials attribute the
quarters success to a variety of factors. In August 2007,
Mega Millions experienced a streak of
jackpot rolls, ultimately producing a $330 million jackpot the second
largest in the games history. The jackpot was split by four winners
nationwide, including one winner from Maryland.
Also contributing to the
Lotterys record quarter were the release of new scratch-off games and the
ongoing success of the Lotterys monitor-style games, which continue to be
expanded in retail locations statewide.

Lotterys success lies within its commitment to creating and implementing

Bill Proposes To Lease The California Lottery To Help Pay For Health
Care Costs

Moves Forward With Health Care Reform Legislation, Compromise Enhances Original
Proposal, Maintains Core Principles
CALIFORNIA, USA (October 9, 2007) --
Governor Arnold Schwarzenegger today released language in bill form for the
Health Care Security and Cost Reduction Act (the Act), legislation that
reflects feedback from more than 1,000 meetings he and his health care team
held with stakeholders and legislative leaders regarding the comprehensive
health care reform proposal he announced in January.
The bill proposes to lease the
California Lottery to help pay for health
care costs.
In his speech Governor
Schwarzenegger said: Now, our finance plan uses hospital and employer
fees, it uses funds from federal, state and county governments, as well as from
individuals, and we would use increased California lottery revenues by
licensing a professional company to manage the lottery. Through shared
responsibility, we can bring down the costs for everybody.
The governor would have to place an
initiative on the November 2008 ballot to win voter approval for the financing
components of his plan, as Republicans in the Legislature are unlikely to
provide the necessary votes to approve it outright or place it on the ballot
through legislative action.

from the Governors press conference today:
QUESTION: Governor, can you explain your
thinking behind this idea of privatizing the lottery?
GOVERNOR: We will never privatize the
lottery. The lottery always will belong to the State. We will
license, and like I said, it will be someone that will do a better job, and
will get more money for the taxpayers than we are getting right now.
QUESTION: And that means more money for
public education, doesnt it?
GOVERNOR: Education will always be
protected, and also there will be money then to pay off the ERPs, for instance,
and it will have a great advantage on the budget, and also we could fund
important things like health care, because health care, as you all know, is
right now the most important thing in peoples minds. I think
everyone is very frustrated about the health care system that we have, because
everyone knows that we have, you know, the greatest doctors and the greatest
technology and medicine and everything, but our system has failed the people,
and this is why we want to reform health care and do it now.
QUESTION: Governor, on the subject of the
lottery, several experts have said since this first came out that you
couldnt just lease it to someone to manage, youd have to change the
way the games are played, youd have to let people play the games
differently. Are you willing to let somebody change the way the lottery
works?
GOVERNOR: I think that it works, but the
only thing is it has not been done well. And I think there is so much
potential there, and we have gotten numbers all the way up to 37 billions
dollars. So I think the question really is, should we not really start
thinking creatively here? And this is why Ive proposed that several
months ago.
QUESTION: Governor, do you have a
legislator who is going to introduce this? Is the Speaker on board with
introducing this? Where do the two of you stand on this?
GOVERNOR: The Speaker has asked me to
bring this in in a bill form, the language, and so then we will go from
there. But I think that we have really, as I said earlier, come a long
way with our negotiations, that it almost comes down now just to do numbers, a
few numbers, and also to the language. So this is why I think that we are
at that stage now that we can do that.

Tattersalls Receives the Major Victorian Lotteries
Licence
MELBOURNE, Victoria, Australia
(October 11, 2007) --Tattersalls was
today advised by the Victorian Government that it had been awarded the major
licence for the operation of the States public lotteries through to
2018.
From 1 July 2008, Tattersalls
will continue to provide Victorians with all lottery games where prize pools
are combined with lottery operators in other Australian jurisdictions. These
games are Tattslotto, Powerball, Super7sOzLotto, Super 66 and The Pools
and comprise around 85% of total lottery sales in Victoria. Other lottery
games, including scratchies which are offered only in Victoria will no longer
be sold by Tattersalls.

Tattersalls will continue to
support its high-value network of lottery outlets that employ around 3,000
Victorians. Lottery outlets will have dedicated Tattersalls points of
sale within their shops and specialist lottery outlets, including kiosks in
shopping areas, will continue to sell only Tattersalls lottery
products.
Tattersalls will pay a premium
of $19 million over the 10 year term of the licence and will continue to
provide Victorians with improved and exciting new lottery games under the new
competitive regime established by the Government.
The Victorian public can continue to
expect that Tattersalls will provide its lottery games and related
lottery products in a responsible fashion. As an Australian pioneer of
responsible gambling programs, Tattersalls will continue to educate its
customers and retail outlet staff with responsible gambling training and
programs.

Chief Executive and Managing Director stated that, Tattersalls
has demonstrated to the Victorian Government that it has the resources,
expertise, integrity and player trust to maintain and responsibly increase
lottery sales and in the process deliver over $3.7 billion in state lottery tax
and GST over the licence term.
In the last financial year,
Tattersalls paid the Victorian Government $375M in lottery taxes and
$875M in lottery and gaming taxes and levies. Lotteries contributed $35.3
million to Tattersalls 2007 earnings before interest, tax, depreciation
and amortisation. Todays decision will have no material impact on these
profits.
Victoria has been Tattersalls
home for over 50 years and the community support formerly provided by
Tattersalls is now being delivered through the philanthropic activities
of the Tattersalls George Adams Foundation.
Tattersalls has demonstrated
over its fifty years of continuous operations in Victoria that it has the
communitys trust, confidence and support, and looks forward to the
opportunity to continue this over the next 10 years.
