National Lottery Website Sets New Record

UNITED KINGDOM (November 23, 2006) -- The National Lottery website at www.national-lottery.co.uk experienced record rates of sales as the EuroMillions jackpot reached £123 million on Friday (17 November).

In the final hour sales through the website hit an unprecedented £500,000 per hour – an average of £140 per second.

And the mega jackpot also resulted in a massive 28,013 new registrations in a single day, up by 25 per cent on the previous Friday when a £103m jackpot had been up for grabs.

Friday’s interactive sales were 56 per cent higher than the sales peak at the time of the biggest EuroMillions jackpot of £125m in February this year. Sales peaked at £319,000 an hour on that occasion.

This latest interactive record was also 50 per cent bigger than the second-ever Lotto Triple Rollover on 14 October (£331,000 an hour) and 19 per cent above the previous week’s EuroMillions peak (£417,000 an hour).

The National Lottery website’s systems architecture has been dramatically expanded over the past 12 months, to ensure it is able to handle an increasing amount of transactions.

Neil Kellar, Camelot IT Director, said: “Play through our interactive channels is increasing all the time, but big jackpots always bring a big surge in use of the website.

“We’ve increased the capacity of the website several times – notably at the beginning of the year when another EuroMillions Rollover hit £125m – and I’m very pleased with how well the site is standing up to record-breaking levels of users.

“We planned very carefully for the surge in sales we knew would come on Friday, putting a mechanism in place so that we could carefully control the flow of players into the site and ensure that the levels of service and player experience were the highest possible.

“As a result we received half the number of phone inquiries we had at the time of that £125m jackpot – despite our interactive player base having dramatically expanded since then – and afterwards 85 players contacted us to compliment us on the quality of our service.

The 11 week EuroMillions Rollover series climaxed on Friday with the National Lottery’s first ever “roll down”. Because the game rules did not allow a 12th rollover and no one won the jackpot, the £123m was shared by ticket-holders on the next prize tier. Twenty ticket-holders won, with seven of them in the UK scooping £6.75m each. 5,939,215 prizes were won in total and the roll series raised more than £47m for Good Causes in the UK.

The National Lottery website was launched in 2003 and was quickly joined by other interactive channels on Sky Active and mobile phones via the Play by Text service.

Well over 1.5m players are now registered with the lottery’s interactive services, and sales have risen every year since launch. In 2005/6 interactive sales rose by more than £127.3m – or 145.5 per cent – to £214.8m.

Camelot’s central systems – which support all lottery sales across both interactive and traditional retail channels – have been tested at well over half a million lottery ticket transactions per minute, without showing any observable reduction in ticket processing and printing time.

Camelot was the first organisation in the UK to achieve GamCare accreditation for its internet site and its Sky Active and Play By Text services. The Children’s Charity NCH found the National Lottery website to be one of only two which stopped a young person from illegally registering of 32 tested.

Oklahoma Lottery Introduces Famed Rockwell Holiday Instant Game; Lottery Industry Welcomes Back Nostalgic Instant Tickets

ALPHARETTA, Georgia, USA (November 17, 2006) – Oklahoma Lottery players are celebrating one of America's most beloved artists this holiday season with a new "Holiday Traditions" instant ticket featuring artwork by the famed Norman Rockwell and his Saturday Evening Post illustrations.

MDI Entertainment, a wholly-owned subsidiary of Scientific Games Corporation, can offer lotteries the rights to Norman Rockwell's Saturday Evening Post and Country Gentlemen illustrations under an agreement with the Curtis Publishing Company.

MDI's parent company Scientific Games held the rights to this brand from 1999 to 2001. Several clients requested that MDI acquire the property to re-introduce it to the lottery industry and Oklahoma is the first state Lottery to do so. "Holiday Traditions" is a $1 instant ticket with a $500 top prize.

The game features a series of four tickets with a different Rockwell scene on each ticket. To date, the game's activation rate is higher than the state's other holiday games.

"The people of Oklahoma are proud of their diverse culture, genuine warmth and friendliness which is the heart of Norman Rockwell's inspiration and artwork," said Steve Saferin, MDI President. "Nostalgia is an important Lottery game category. We think this is the perfect game for Oklahomans this holiday season and know it will perform well."

Norman Rockwell was born in New York in 1894 and at an early age decided he wanted to be an artist. He studied at Chase Art School, the National Academy of Design and the Arts Students League. It was then when his drawings were published in Boy's Life Magazine. In 1916, his ambition was reached when the editor of the Saturday Evening Post accepted two cover paintings and commissioned three more. That was the start of his 45 year relationship with the magazine resulting in 317 cover paintings.

In the past two years of his first term as APLA Chairman, Mr Chan has promoted business development among member organisations and encouraged experience sharing. Efforts have been especially focused on the developing countries, helping them acquire more knowledge of different management and operational models for lotteries and providing them with the latest information on technology. In this way they can enhance the quality of their business and management know-how.

"As giving back a large part of the lotteries income to the community is one of the criteria of joining APLA, one of my main tasks in the coming term is to continue helping our member organisations with their business development. Through their contributions to the community and social projects in their countries, their people and communities at large will benefit." Mr. Chan explained.

The membership base has been expanded from 18 to 22 in the two years of Mr Chan's first term as Chairman. He will continue to take leadership in unifying efforts of the member organisations in the fight against illegal and unauthorised gambling, and in promoting the message of responsible gambling. "I will strive for further growth in membership from legalised lottery operators so as to strengthen the development of the lottery business in the Asia Pacific region and advance the collective interest of APLA members," Mr. Chan said.

More than 900 representatives of World Lottery Association (WLA) member organisations from over 70 countries participated in this year's World Lottery Association Convention and Trade Show held in Singapore between 12 and 17 November. As APLA is one of the regional associations of WLA, Mr Henry Chan, as Chairman of APLA, updated WLA on the association's positive expansion and growth opportunities in the Asia-Pacific region in the past year.

Lottery Issues Warning on 2010 World Cup Lottery Scam

SOUTH AFRICA (November 17, 2006) -- The National Lotteries Board and Uthingo Management have issued a warning to the public not to fall victim to the latest lottery scam called the SA 2010 World Cup Lottery.

Emails are being sent to individuals informing them that they have won large prizes in the so-called “lottery” and they are requested to complete an online form with their personal information.

Once the individuals have supplied their personal details, they are asked to pay a small administration fee in order to claim the big prize.

Sershan Naidoo, spokesman for the National Lotteries Board, says there is no such “lottery” and unsuspecting members of the public might find themselves a few hundred or thousands of rand poorer if they respond to those emails.

The only company registered to operate the lottery in South Africa is Uthingo Management.  There are no random lottery draws and only players that have entered draws by purchasing valid tickets at retailers stand a chance to win a prize.

Furthermore, winners will never be charged a fee to access winnings.

Payment of prizes will only occur once a valid winning ticket is presented.  The responsibility is placed on the player to present the winning ticket at various designated centres and prizes can only be paid to winners once their proof of identity is verified. Uthingo does not forward prizes to any clearing institution nor does it pay prizes into any escrow account whereby an amount of money granted to somebody but held by a third party is only released after a condition has been met.

South African lottery legislation does not permit (1) participation in the National Lottery via an agency who collects commission or a fee for such a service; and/or (2) the issuing of free tickets to players.

“We would like to appeal to the public not to respond to unsolicited emails from organisations claiming to act on behalf of the South African lottery operator or operators abroad,” says Naidoo.

The World Lottery Association's Security and Risk Management Committee has drawn up a list of organisations known to fraudulently operate from various countries all over the world.  The list can be viewed on the website, www.world-lotteries.org

MUNICH, Germany (November 21, 2006) -- MySQL AB, the developer of the world's most popular open source database, today announced that Toto-Lotto Niedersachsen GmbH has standardized on MySQL® for all its appropriate future IT needs. The German lottery company based its selection on the success it has had using MySQL Cluster to run its online business applications.

Jörg Neue, Lotto Niedersachsen's IT Director, summarizes the economic advantages: "By using MySQL Cluster, we can perform a highly granular scaling of our databases, which allows us to be flexible in adapting to business growth." Scalability and high availability are distinct advantages for the registered customers and lottery pools that can now play their lottery games online. Jörg Neue especially applauds MySQL AB's professional consulting and support services that made it possible to create a high-performance system in a very short period of time.

"We provide customers with fault-tolerant availability of 99.999 percent", says Mike Wiedemann, MySQL AB's country sales director for Central Europe. He also explains the details of the Toto-Lotto's MySQL Cluster implementation: The software is run within a traditional architecture on the presentation, application and persistence level on two SQL and four NDB nodes in a Linux environment. Although the database currently holds 4 GB, the system is designed to comfortably scale to 14 GB and 1.600 queries per second.

Their MySQL Cluster system also supports applications for filling out lottery tickets online, participating in the TV lottery and purchasing various types of tickets. In addition, MySQL Cluster is used for the pay-out distribution and numbers archive maintained by the lottery association "Deutscher Lottoblock", which owns the information portal that hosts the Lotto Niedersachsen site.

According to Lotto Niedersachsen, their main reasons for the future expansion of its MySQL use are:

  • An excellent price/performance ratio,
  • High speed,
  • Easy scalability,
  • Availability of high-quality professional support,
  • The MySQL skills that their in-house administrators have developed.

The Gambling Industry Is On The Search For New Growth Regions -With An Anticipated Size Of €39 billion by 2010, Spain Is Expected To Be A Key Future Market
New Report About The Spanish Gambling Market Analyses One Of The Most Promising Online And Land-Based Gambling Markets

LONDON/MUNICH (November 22, 2006) -- The consulting firm MECN’s new study “The Spanish Gambling Market - Key region for future growth” analyses the Spanish gambling market in detail. The expected growth drivers for the next years are above all the retail betting sector and Internet gambling.

William Hill has already started its expansion into Spain, Ladbrokes is currently working on a market entry strategy, more and more Spanish soccer teams are sponsored by online gambling companies, … - these are just a few of many clear signs that the gambling industry is starting to focus on Spain for future growth.

After the recent legal conflicts in traditional gambling markets, an obvious key strategic option is expansion into less restrictive jurisdictions or into regions where an increased liberalisation might be possible in the short term. Martin Oelbermann, co-author of the study, explains: “In nearly all of our surveys and interviews the operators mentione  Spain as a particularly attractive jurisdiction for future expansion.”

Why is Spain so attractive?

The following are some of the reasons why Spain is perceived as so attractive:

  • Increasing liberalisation - Many autonomous regions in Spain are working toward a liberalisation of the market, and particularly the betting sector as well as interactive gambling could benefit from that.
  • William Hill and other big players are already poised for expansion into Spain – Many international companies, such as William Hill or Betbull/BWin, already have joint venture agreements in place and are poised to take advantage of the market in Spain.
  • Growth potential, especially for retail betting and interactive gambling - Overall, Spain’s gambling market is expected to grow to Euro 39 billion by 2010. By 2010 the retail betting market is expected to grow to ca. Euro 4.5 billion, which is more than 750% larger than its current size (CAGR of 71%). The other growth driver will be interactive gambling, which is expected to reach ca. Euro 4.2 billion by 2010, a growth of ca. 240% (CAGR of 36%) over the current level.
  • Lotto craziness - Spain’s lottery market is one of the largest in the world and can boast impressive per-capita sales.
