Icelandic Gaming to Receive an Additional 300 WinWave™ Machines from GTECH

WEST GREENWICH, Rhode Island, USA (November 2, 2006) -- GTECH Corporation, a wholly-owned subsidiary of Lottomatica S.p.A., announced that it will provide Icelandic Gaming with an additional 300 WinWave™ machines to be installed at retail locations throughout Iceland. This machine sale is the result of a successful pilot program Icelandic Gaming instituted with GTECH’s video lottery terminal (VLT) manufacturer, Spielo, during the summer of 2006.

GTECH understands the need for creative gaming technology. With WinWave, Icelandic Gaming can now offer its video lottery players a new and different gaming experience, while generating top net revenue and low operating costs,” said W. Bruce Turner, GTECH President & CEO and Lottomatica S.p.A. CEO. “We look forward to broadening our relationship with Icelandic Gaming and to enhancing its video lottery operation with our newest technology.

Success of the initial rollout of 20 WinWave machines was achieved by surpassing existing VLT revenues by more than 200 percent, due to such games as Spielo’s Queen of Egypt and Royal Spins,” said Magnus Snaebjornsson, Managing Director from Icelandic Gaming.

Over the next three years, GTECH will replace a portion of the Icelandic Gaming’s existing VLTs, currently provided by another vendor, with WinWave machines.

Proceeds from Icelandic Gaming benefit the Icelandic Red Cross, the Icelandic Association for Search and Rescue, and the National Center of Addiction Medicine.

Lottery First Quarter Sales Surge More Than 14 Percent

ALBUQUERQUE, New Mexico, USA (October 27, 2006) -- The New Mexico Lottery finished the first quarter of fiscal year 2007 with gross sales of $37,797,219 – 14 percent or $4.7 million above first quarter sales for the previous fiscal year.

We’re excited to see this growth from last year’s sales,” said Lottery CEO Tom Romero.  “Powerball jackpot run-ups, as well as new marketing strategies and ticket distributionmethods, have helped us to increase our first quarter sales by more than 14 percent over last year.

Lottery profits increased as well.  During the first quarter of fiscal year 2006, the Lottery returned $6.7 million to the State.  For fiscal year 2007, the Lottery’s first quarter return will be $8.2 million, an increase of $1.5 million.

All New Mexico Lottery profits are earmarked for the Lottery Success Scholarship program, providing in-state tuition at 25 New Mexico public colleges and universities.

We will continue to work together in moving the Lottery forward to provide opportunities for New Mexico students,” said Reta Jones, New Mexico Lottery Authority Board Chair.

Since ticket sales began in 1996, the Lottery has returned more than $294.3 million to educational programs.  The $294.3 million raised includes more than $227.8 million that has been transferred to the Lottery Tuition Fund and $66.5 million that was previously transferred to the Public School Capital Outlay Fund.  The Lottery-funded distributions for capital outlay were made between 1997 thru 2002, for school construction and repairs for grades K-12 at 61 school districts.

According to new statistics released by the New Mexico Higher Education Department, as of the Spring 2006 semester, more than 43,000 students have benefited from the Lottery Success Scholarship since the program began in 1997.

Since that time, the National Hockey League, NASCAR and Major League Baseball have entered into exclusive licensing arrangements with MDI.

Betware Delivers Bingo Games to Danish Lottery

REYKJAVÍK, Iceland (November 1, 2006) -- Betware has developed and delivered a suite of Bingo games to Danske Spil, the Danish state lottery. The games will be launched on Danske Spil’s Internet website www.danskespil.dk. Danske Spil is Betware’s first client to implement the suite of Bingo games.

“The project was initiated in the beginning of 2006, and the lottery has done all the design, layout and specifications,” said Jørgen Falsvig, vice president and CIO, Danske Spil. “Betware has done the software development. The new game is fully integrated in the existing Internet solution, also developed by Betware.

The suite of Bingo games will run on Betware’s powerful Gaming Platform which also hosts all of Danske Spil’s other Internet games. The Betware Gaming Platform’s flexible nature allows for the easy integration of games in a secure environment. All the Bingo games provided are integrated to the Betware Gaming Platform through a “Live Server” which supports the functionality enabling the games to be played in real-time.

Danske Spil’s suite of games includes two single player Bingo games and two multi-player Bingo games, consisting of a classic game (5x5 square, 75 ball) and a variation game in each type. A classic game allows a player to work with one Bingo square, while a variation game contains up to three squares. “The games are all played live, where the player can choose to play single, or enter a room with multiple players and compete for Bingo while the numbers are being called out to all players”, explained Rúnar Sveinsson, project manager at Betware.

The games also feature a “chat” facility to enable two or more Bingo players in a room to chat to each other about the game. “When we started to research possibilities of developing this  game, we discovered that chat would be an excellent additional feature as it allows for interaction between players thus building community support and performs the extra service of entertaining them as well,” said Falsvig.

Danske Spil offers all its lottery products through the Internet solution. This includes sports games, numbers games, instant games and horse racing games. Its newest addition, Bingo, was launched on 1st November 2006.

Pollard Banknote Awarded U.S. Patent for Disposable Dispensing Container

WINNIPEG, Canada (October 26, 2006) -- Pollard Banknote Limited Partnership (“Pollard Banknote”) has been granted a U.S. patent for inventing a disposable lottery ticket dispenser intended to maximize interest in specific tickets sold to the public in a retail setting.

This innovative cardboard dispenser accommodates fan-folded lottery tickets and presents a distinct advantage over its currently available counterparts. Unlike generic dispensers designed to accept a variety of similar-sized tickets, this device is unique in its ability to be customized to promote a single game, whatever its dimensions.

EL Congress 2007

We felt that an excellent opportunity existed at retail for a ticket dispenser capable of handling any ticket size while serving as an effective promotional vehicle at the same time,” said Don Sawatzky, Vice President, Sales & Marketing (U.S.). “By offering our clients a dispenser aimed at generating interest in a specific game - whether it’s a new offering, a premium product, or an uncommonly sized ticket - we’re able to capitalize on a game’s potential where it counts most: right at the point of sale.

The dedicated dispenser features exterior graphics identical to those found on the ticket itself, a powerful advertising avenue closed to conventional manual dispensers due to the necessity that they house a variety of different games throughout their lifespan.

We’re always looking for ways to boost retailer revenues to benefit both the lottery and participating business owners,” said Sawatzky. “By presenting lotteries and retailers with a new way to focus attention on selected games, we’ve opened yet another door in a very proactive and productive way.”

The United States Patent and Trademark Office issued U.S. Patent No. 7,021,493 for the device, which remains in effect until 2024.

The dispenser is also under patent protection in Canada until 2023, following the issuance by the Canadian Intellectual Property Office of Patent No. 2,424,209.

Practical Application of the Global Best Practice on Lottery Procurements

WLA workshop, November 11 - 11, 2006, Singapore

The lottery procurement process is notoriously costly and time-consuming. The WLA and NASPL have worked with lottery operators, suppliers and independent consultants to develop a standard template and specific recommendations for Requests For Proposals issued by lotteries. Work is now nearing completion to combine the WLA Standard with the RFP Best Practice document developed by the NASPL Standards Initiative into a single set of recommendations – the Global Best Practice on Lottery Procurements – for lottery operators worldwide.

The Global Best Practice on Lottery Procurements is equally applicable to lotteries in Asia, Europe, North America, Latin America, Africa and Australia. It offers dramatic shortcuts in the time, effort and money needed to conduct a procurement while offering added confidence in the overall procurement process.

In this one day practical workshop, participants will get acquainted with the complete best practice package and receive advice on how to use it. The sessions will be opportunity to learn from the experiences from lottery operators in other jurisdictions and to share feedback from suppliers.

The workshop is intended for any lottery planning a procurement in the next two years, and will also help suppliers to learn about the objectives of the new standard and recommendations.

Full details of the workshop agenda will be available in early October 2006.

About the Global Best Practice on Lottery Procurements

Developed jointly by the WLA and the NASPL Standards Initiative, the Global Best Practice on Lottery Procurements is a complete package including:

  • Process Description: a document describing the key considerations, activities and organizational issues included in a complete RFP process, from planning to contract signing. The Process Description is aimed to help lottery organizations design the best possible procurement process, internally and externally.
  • RFP Template: The ready-made RFP template provides a recommended model for the structure of an RFP as well as recommended text for all routine and administrative sections. It should be noted that the template does not in any way limit or standardize the products or services to be procured. However, using the template can dramatically decrease the administrative burden and intrinsic risk of RFP development.
  • RFP Guide: This guidance document provides detailed explanations about the RFT Template and suggests alternative languages for specific regions and jurisdictions.
