Billion, PA Lottery Sets All-Time Sales Record; Sales Top Last Year's Record
More Than Five Weeks Before Fiscal Year Ends
MIDDLETOWN, Pennsylvania, USA (June 1, 2005) --
The Pennsylvania Lottery has set a new
sales record. Lottery sales from July 1, 2004, through last week totaled
$2,358,906,572.50, topping last year's annual sales of $2,352,071,452.50 by
$6.8 million.
"We fully expected to set a new sales record this
year," said Secretary of Revenue Gregory C. Fajt. "Continued strong
sales of instant games and the most recent Powerball jackpot helped the Lottery
achieve that goal more than five weeks before the fiscal year ends on June
30."

Fajt expects total sales for the 2004-05 fiscal year to
reach $2.6 billion, resulting in the third consecutive year of double-digit
sales growth for the Pennsylvania Lottery. Comparing calendar year 2003 to
2004, industry experts ranked the PA Lottery as the second fastest growing of
all 41 U.S. lotteries and the fastest growing in terms of instant games sales
growth.
Of the 30 best instant games sales weeks in the history of
the Lottery, 27 of those weeks occurred this fiscal year, including the best
week ever - $41,881,775 during the week of Dec. 21 - 27, 2004.
Fajt said there is no single secret to the Lottery's recent
success. He said everyday attention to detail has made the sales growth
possible.
"This unprecedented period of sustained growth has been
achieved by raising the bar across the board," said Fajt. "Under the
leadership of Executive Director Ed Mahlman, the Lottery is constantly
improving the products it makes available to players, increasing the number of
retailers across the state, marketing its products responsibly and partnering
in projects that demonstrate social responsibility."

Carnegie Mellon University Renew Their Successful
Collaboration
ATHENS, Greece (May 31, 2005) -- The leading American
university Carnegie Mellon (CMU) renewed its exclusive, in paneuropean level,
collaboration with Athens Information Technology (AIT) until 2012. The ceremony
took place in Athens, Greece, where the chairman of CMU, Dr. Jared L.Cohon and
Sokratis Kokalis, chairman of AIT, signed the agreement.
In the past three years of collaboration of the two
Institutions, impressive results, in both education and research, were
achieved. From the postgraduate program "Msc in Information Networking" (MSIN),

keynote speaker. He spoke about how this successful collaboration with AIT
provides an important benchmark for the university's presence internationally
and a strong commitment for promoting educational excellence worldwide.

Eight Lotteries
Will Release Licensed Instant Game Tied to Bewitched Motion
Picture
ALPHARETTA, Georgia, USA (June 1, 2005)
MDI Entertainment, a wholly-owned subsidiary

announced today that eight lotteries will almost simultaneously launch a
licensed instant game tied to this summers motion picture debut of
Columbia Pictures Bewitched, starring Nicole Kidman and Will Ferrell,
debuting in theaters June 24, 2005.

Enhancements to
Powerball Game Begin August 28; Step-Down of Advance-Play Feature Begins June
1, 2005
MIDDLETOWN, Pennsylvania (June 1, 2005) -- Sales for a new,
enhanced version of the Powerball lottery game
will begin on Sunday, August 28. The new game will feature the countrys
largest opening jackpot, faster growing jackpots and bigger second-tier prizes
that will allow players matching five white ball numbers to win up to $1
million.
The Powerball opening jackpot will increase from $10 million
to $15 million. Powerballs second-tier prize for matching five white ball
numbers (without matching the red Powerball number) will double, increasing
from the current $100,000 to $200,000. With the PowerPlay feature, players who
match five white ball numbers will have the chance to win $1 million. The
changes will go into effect with the Powerball drawing on Wednesday, Aug.
31.

"The improvements to Powerball will make the game more
exciting," said Lottery Executive Director Ed Mahlman. "Powerball soon
will have the largest opening jackpot in American Lottery history.
"Powerball jackpots will also increase faster, in at
least $5 million increments."
To increase the average Powerball jackpot size, two white
ball numbers will be added, changing the jackpot odds to 1-in-146.1 million;
the current game has jackpot odds of 1-in-120.5 million. The overall odds of
winning a cash prize will remain virtually the same, at 1-in-36.60, up slightly
from the current 1-in-36.06.
To prepare for the changes to the game, it will be necessary
to step-down Powerballs advance-play feature. Powerball and PowerPlay
tickets may be purchased up to 13 weeks (26 draws) in advance. Beginning with
the June 4 drawing, there no longer will be 26 draws remaining in the current
version of the Powerball game. The last opportunity to purchase 13 weeks (26
draws) of Powerball in its current matrix will be Wednesday, June 1. The number
of advance draws available for purchase will continue to decrease by one until
only one drawing in the current schedule remains.
Powerball tickets will be on sale for the new, enhanced
version beginning Sunday, Aug. 28. At that time, players again will be able to
purchase up to 13 weeks (26 draws) of advance-play tickets.
This will be the fourth version of Powerball since it was
introduced in April 1992. The Pennsylvania Lottery joined the
multi-jurisdictional game in June 2002. In the past three years, Pennsylvania
has sold nine jackpot-winning Powerball tickets totaling more than $425 million
cash.
"As with all of the Pennsylvania Lottery games, Powerball
helps us to continue supporting a broad range of programs that benefit older
residents, including expanded prescription drug benefits through PACE and
PACENET," said Mahlman.
How to play Powerball (current version of the game):
To play Powerball, players pay $1 and select five white
balls from the first set of 53 numbers plus a single red ball, the Powerball,
from a second set of 42 numbers. Players may select their own numbers using a
Powerball play slip, or they may opt for computer-selected quick picks. Players
must match all five numbers drawn plus the Powerball number to win the jackpot.
There also are eight additional ways for players to win a cash prize. Powerball
features an option called PowerPlay. For an extra $1 per Powerball play (game),
players can multiply their Powerball prizes by 2, 3, 4 or 5 times the original
prize amount for all prizes EXCEPT the jackpot. Prizes can multiply up to
$500,000. Powerball tickets are sold in 29 participating jurisdictions - 27
states, the District of Columbia and the Virgin Islands.

Seminar on Interactive Gaming in Reykjavik, May 22-25, 2005

Iceland- Top of the world for
Interactive Gaming
It all started in Iceland -- that was the title for one of
the first presentations at the joint WLA and EL seminar on interactive gaming,
May 22-25 in Reykjavik. And that is true- the first lottery to introduce
Internet gaming was the Icelandic sports betting company Islenskar Getraunir,
nowadays merged with Islensk Getspa. No wonder then that the Icelandic capital
had been chosen as the venue for the 9th seminar on remote gaming, or e-gaming
or online gaming- there is some confusion what to call betting over the
Internet, via mobile phones or digital TV.

More than 90 delegates from 25 countries on four continents
met for three intense days to follow up on recent development and trends after
welcoming and opening addresses by Getspa Managing Director Bergsveinn Sampsted
and EL president Hans-Jürgen Reissiger.
The Nordic countries have the longest and most comprehensive
experience. Therefore, it was quite natural that all of them presented various
views and experiences on how to offer sports betting (live betting in Finland
by Veikkaus), Lotto and Keno (Iceland),
scratch tickets and probability games (Svenska
Spel), higher pay-out to meet the increasing competition from private
bookmakers (Dansk Tipstjeneste) and trends
in young people´s attitudes and behaviour (Norsk Tipping).
Camelot is the only
lottery that has its products available on Internet, mobile phones and digital
TV which Rick Jones talked about. Chilean Loteria de Concepcion is a relative
newcomer in the e-gaming family and had a stimulating presentation about the
way they do it on the net. The same goes for the two latest members of this
rather exclusive family Atlantic
Lottery Corp. and British Columbia Lottery
Corp. in Canada. USA was still missing among the presenters although there
was much talk about the legal dispute between Antigua & Barbuda and the
United States. The recent outcome of the WTO case as well as the latest
development of European Union Court cases were analysed by our industry's legal
advisor, Maitre PhillipeVlaemminck, with serious comments by
WLA president Reidar Nordby.
A recurrent topic during the seminar was responsible gaming
and the way that the lotteries can and must control their products and the
customers. There was also much talk about betting exchanges and poker e.g. by
Peter Bertilsson from BossMedia. Other vendors to speak were
EssNet, Zone4Play, Milestones
Entertainment, Intralot and of course Icelandic based
Betware. The latter also sponsored a very
much appreciated pre-seminar excursion to some of the most scenic places around
Reykjavik. A big applause also from the participants for the dinner at
Café Reykjavik with Icelandic specialities hosted by the two Icelandic
lotteries, Islensk Getspa and Happdraettir Haskola Islands.

In his keynote spech, Mr Jan Stocklassa from Svenska Spel
International said that interactive gaming is the ultimate political,
technical, commercial and ethical- challenge for the regulated market.
I think that all delegates would agree to that after this
seminar.
Reykjavik was really the hub of the lottery world this week
since the Nordic lottery directors had their annual meeting there where many of
the same topics were discussed.
Reykjavik also saw the first session of the new lottery
training, the Frontier Program (see separate report in Lottery Insider
tomorrow). The first keynote speaker there was also the last speaker of the
seminar. His talk about Karaoke capitalism captivated the audience and was the
closing climax of the conference.
Next time the lottery Internet industry will meet in
Vancouver, Canada. How many changes will there be in the meantime?

Lottery's Promotions Manager First To Receive NASPL Management

JEFFERSON CITY, Missouri, USA (May 27, 2005) -- Jennifer
Kempker, promotions manager for the Missouri
Lottery, recently completed the North
American Association of State and Provincial Lotteries (NASPL) Management
Certificate Program and became the program's first graduate. Through extensive
independent study, she has been dedicated to the program for the past two years
and was notified in May that she had successfully completed all requirements.
Kempker's acceptance into the program was based on a
recommendation from Missouri Lottery Executive Director Jim Scroggins.
"Jennifer has been an outstanding employee for the
Missouri Lottery and her completion of this program is representative of her
dedication to not only our organization, but the entire lottery industry as
well," said Scroggins.
Designed for lottery professionals, the NASPL Management
Certificate Program is a cooperative effort between the NASPL and lottery
organizations throughout North America. The program consists of five courses
(19 individual modules): communications, quality management, human relations,
lottery business management and issues and ethics. All assignments are reviewed
and graded by Algoma University College in Sault Ste. Marie, Ontario, through
an agreement with NASPL.
Kempker was awarded the Ott Brown Scholarship at the 2003
NASPL annual conference, which was used towards the this program and will also
enable her to attend NASPL's week-long Lottery College this fall with all fees
waived.
Kempker joined the Lottery in September 1992 as a special
events coordinator and assistant drawing manager, was promoted to Pull-Tab
product manager in February 1996 and became promotions manager in December
1997. She earned a bachelor of science degree in business from Southwest
Missouri State University in Springfield, Mo., and is a graduate of the
University of Missouri-Columbia with a masters in public administration.

MIDDLETOWN, Pennsylvania (May 31, 2005) -- Stanley
Bokunewicz of Shenandoah, Schuylkill County; Leroy Calhoun of York, York
County; and Patricia High of Smoke Run, Clearfield County, winners of the Keep
on Scratchin instant game second-chance drawing, appear as extras in a
new PA Lottery commercial that will begin
airing tomorrow. The three players were randomly selected to appear in the
commercial for the Lotterys new instant game Struck By Luck Bingo
alongside Gus, the second-most famous groundhog in Pennsylvania.
"This was a very unique second-chance prize for
Pennsylvania Lottery players," said Ed Mahlman, Executive Director of the
Pennsylvania Lottery. "The Lottery strives to continually offer exciting
prizes and experiences to its players."
The new Lottery commercial, featuring Gus and the three
winners, was filmed at Termini Bros. Bakery in South Philadelphia on May 5. The
commercial will air from June 1 through June 10. Bokunewicz, Calhoun and High
appear in the television commercial as customers in a bakery.
Bokunewicz, Calhoun and High were selected in February as
the three winners of the Keep on Scratchin instant game second-chance
drawing. To enter, players submitted 10 non-winning Keep on Scratchin
instant tickets to the Lottery. The three winners were selected from about
22,000 entries submitted to the Lottery between Dec. 28, 2004, and Feb. 4,
2005.
The prize package provided to Bokunewicz, Calhoun and High
included transportation to and from Philadelphia for each winner and his or her
guest, two nights lodging in the city, meals and $500 spending money.
