About Stephen
Martino
Stephen Martino has served as
director of the Maryland Lottery since April 2010. He is the chief executive
officer of the worlds 15th largest lottery based on per capita sales and
has oversight of commercial casino gaming in the state. Martino leads an agency
with a staff of 225 people and an operating budget of $92.8 million. He brings
to the Maryland Lottery diversified leadership in law, public policy, media
relations, legislative affairs and organizational management. For fiscal
year 2011, the Maryland Lottery set a 14th consecutive sales record with $1.714
billion in traditional lottery sales. Martino oversees efforts to market,
promote and sell lottery products, including two numbers games; two monitor
games; national and state jackpot games; and instant tickets. Martino organized
the regulatory response and oversaw the opening of Marylands first two
commercial casinos. In fiscal year 2011, these two facilities generated $103
million in gross gaming revenue and nearly $50 million to support Maryland
public education. From 2005-2010, Martino was the executive director of the
Kansas Racing and Gaming Commission. He was a chief gubernatorial liaison for
the passage of expanded gaming legislation. He led the effort to establish the
states casino regulatory framework that culminated with the opening of
the first U.S. state-owned-and-operated casino. While at the KRGC, Martino
designed and administered Kansas casino selection process, acclaimed for
its transparency, thoroughness and ethical conduct. He also served as a special
assistant attorney general for the state of Kansas. Martino has put a priority
on responsible gambling awareness and promoting easy access to problem gambling
treatment. He founded the Kansas Responsible Gambling Alliance, a working group
of stakeholders invested in the problem gambling cause. Likewise, he took
the initiative to spearhead efforts that led to the formation of the Maryland
Alliance for Responsible Gambling. Specialties :Public
