Biography: Paula I.
Otto Paula I. Otto was among the leadership team that created the
Virginia Lottery and served as the its
first Director of Public Affairs from 1988 through 1997, where she was
responsible for creating and protecting the Lotterys public
image. Upon leaving the Lottery, Otto took a faculty position at Virginia
Commonwealth University and has continued to work with the Lottery, conducting
communication and media training sessions for the agencys
leadership. Before joining the Lottery team in 1987, Otto was a television
news journalist on WTVR-TV in Richmond. Otto, 46, was raised in Arlington
County and has been a resident of Hanover County since 1986. She holds an
undergraduate degree in Journalism from West Virginia University and a master
of arts in public communication from American University. Since 1999, all
Lottery profits have been designated to K-12 public school education in the
Commonwealth. In that time, the Lottery has turned over more than $3.4 billion
for Virginias public schools, currently representing about seven percent
of annual state funding for public education in Virginia. In 19 years, the
Lottery has awarded more than $10 billion in prizes to players and more than $1
billion in retailer commissions. Headquartered in Richmond, the Virginia
Lottery employs 250 Virginians across the state and generates sales revenue of
more than $1 billion annually.
