Robert McLaughlin, Former Director New York State Lottery

Biography:
Robert J. McLaughlin was formely the Deputy Director and General Counsel at the New York Lottery, Mr. McLaughlin oversaw the regulatory development of the nation’s first finite-pool video gaming lottery system as well as the implementation of eight video lottery gaming facilities across the state. Mr. McLaughlin also led the North American Association of State and Provincial Lotteries committee on reviewing the $4.7 billion merger between the Lottery’s on-line company GTECH and Lottomatica.
Prior to his service at the Lottery, Mr. McLaughlin served as Senior Vice President and General Counsel for the State Environmental Facilities Corporation where he initiated a new corporate “shelf” form of disclosure, assisted in the implementation of an aggressive refunding schedule and established an outline of guidelines for SWAP transactions.
Mr. McLaughlin also served as First Vice President and Counsel to the former Greater New York Savings Bank in Brooklyn, New York and was a member of the law firm of Pieper Hoban & Royce, P.C. in Mineola before beginning his career in government.
Mr. McLaughlin received his Juris Doctorate degree (1986) and a Bachelor of Science Degree in Business Management (1983) from St. John’s University.

He recently served as a director at Grant Thornton LLP, where he advised gaming clients on matters including financial management, internal controls, privatization and securitization, and compliance with regulations that include the Foreign Corrupt Practices Act, the Patriot Act, the Bank Secrecy Act, and anti-money-laundering statutes. As the former counsel to both the New York State Environmental Facilities Corporation and The Greater New York Savings Bank, Mr. McLaughlin also represents clients in a wide range of matters involving public finance, environmental issues, infrastructure, real estate, and banking. His experience includes public finance; administrative hearings; environmental reviews; corporate governance and compliance; workouts, loan sales, and foreclosures; and commercial finance and leasing.
