Milestones in the
history of North Dakota lotteries:
- November 1894: Voters
overwhelmingly approve a constitutional ban on "lotteries and gift
enterprises," with 67 percent in favor. Promoters of a national lottery had
been lobbying the Legislature for a North Dakota charter, and their activities
stirred a bribery scandal that drove the subject off the state ballot for
decades.
- November 1986: A constitutional
amendment to establish a lottery and state gaming commission is defeated.
Fifty-five percent vote no. Many voters said they were put off by the
proposal's regulatory details, including its orders on how lottery profits
would be spent.
- June 1988: A less complex,
two-sentence constitutional amendment to establish a state lottery loses again,
with 58 percent voting no. The proposal would have allowed North Dakota to set
up its own lottery, or participate in a multistate game.
- June 1996: North Dakotans defeat a
constitutional amendment to allow a statewide lottery, along with video
gambling machines in establishments that served liquor. Sixty-nine percent of
voters reject the idea.
- November 2002: Voters endorse
repealing the North Dakota Constitution's ban on lotteries, and authorize the
Legislature to arrange for the state to join a multistate lottery. A North
Dakota-only game is not authorized. Sixty-three percent of the voters approve
the measure, which was put on the ballot by an initiative campaign.
- March 2003: North Dakota
Legislature approves a bill that outlines the lottery's rules, and puts the
attorney general in charge of regulating the industry. The bill sets a minimum
age of 18 for players.
- March 25, 2004: North Dakota
officially joined the Powerball lottery on
Thursday. Rep. Andy Maragos, who led the drive to change North Dakota
Constitution and allow the lottery, bought the first ticket.
