informal exchange of information among three pioneering lottery directors, the
organization has now grown into an active association of state and provincial
lotteries representing 47 lottery organizations throughout North America.

Governor Joe Manchin, via teleconference, congratulated
West Virginia Lottery Director
John Musgrave for his election as
president of the North American Association of State and Provincial
Lotteries. The association represents 51 state and provincial lotteries in
the U.S., Canada, Mexico and the Caribbean. Musgrave was elected Friday at
the association's annual conference in Philadelphia. "We appreciate the
job you're doing, and the whole Lottery Commission is doing," Manchin said.
"It goes without saying we are very blessed to have you all." South Carolina Education
Lottery (SCEL) Achieves Industry Milestone COLUMBIA, South
Carolina (May 12, 2008) The South
Carolina Education Lottery (SCEL) has become the first Lottery verified on
the Technical Standard established by the North American Association of State
and Provincial Lotteries (NASPL) for Extensible Markup Language (XML) Retail
Accounting Reports. Verification was obtained on May 6 and will be valid until

MISSOURI, USA (May4, 2006) -- Larry Jansen, executive
director of the Missouri Lottery, was recently appointed the chair of the
North American Association of State and
Provincial Lotteries (NASPL) Accounting Subcommittee. Jansen, 50,
of Jefferson City worked as the controller/chief financial officer for the
Lottery from November 1986 to September 2005, when he was appointed executive
director. Under his direction, the Lottery has received the Government Finance
Officers Association (GFOA) of the United States and Canadas Certificate
of Excellence in Financial Reporting for five consecutive years. Jansen has a
Bachelor of Science degree from the University of Missouri-Columbia. He is also
a certified public accountant. NASPL was founded in 1971 to provide a
central source of information for the lottery industry, facilitate industry
communications, educate and train lottery staffs, facilitate industry research
and development and establish a common voice for the industry.
