the licensing and regulatory regime for public lotteries in Victoria, and
invited applications for selection as a licensee for the ten (10) year period
from 1 July 2007. The Government has left open the possibility of selecting up
to 3 licensees, and otherwise made only minor changes to the legislation
governing lotteries. A selection decision was due early to mid 2006, however,
the decision has now been delayed until after the state
